I haveve been looking around for some decent tutorials lately, came across this one last week:

well worth a watch, havent actually attempted any of it in practice yet, but its been really easy to follow.
a background in some sort of programming might help you with a better understanding.
but its not really needed, he does a good job of explaining everything, and fast tracks the process to a point of having you looking for functions and syntax yourself.

this also fits in really well with the previously posted tutorial on setting up your own webserver, as part of the PHPVT guides, you are shown how to install a WAMP server.. i personally prefer to do it manually.. much more control over the process that way.
