PHPBB skins are extremely easy to come by:

For a homepage, it depends exactly what you are after.
Basic blog style posts:
http://www.cmsimple.dk/

Something more like the www.onewaylan.com website:
http://www.joomla.org/


Bot of those content management system options have a massive range of skins available.
CMSimple is by far one of the easiest to install / administer in the long run, however is perhaps not nearly as versatile.
Joomla has some great plug-ins for all sorts of community sites.

Other options include producing a static front page in dream weaver, (dare i say it) frontpage, Notepad (my personal fav) or event Mozilla Composer (http://www.mozilla.org/products/mozilla1.x/)

The options are endless.. alternatively, you could even go with something like tassiechat has done, just move straight to the forum.
